What is the Packaging and Packaging Waste Regulation (PPWR)?
As part of the European Green Deal and the new Circular Economy Action Plan, the European Commission put forward a revision of the Packaging and Packaging Waste Directive (PPWD) in 2022. Under the revision, the Directive – a legislative act that sets out a goal that EU countries must achieve – became a Regulation: a binding legislative act that must be applied in its entirety across the EU.
The revised Packaging and Packaging Waste Regulation (PPWR) entered into force on 11 February 2025 and applied generally from 12 August 2026.
The broad, long-term aims of the PPWR are to:
- Make all packaging on the EU market recyclable in an economically viable way by 2030.
- Safely increase the use of recycled plastics in packaging.
- Decrease the use of virgin materials in packaging and put the sector on track to climate neutrality by 2050.
What are Rockfon’s current obligations under the PPWR?
As a leading manufacturer of acoustic solutions, Rockfon places products with packaging onto the EU market. For every packaging type, Rockfon must therefore comply with the requirements that apply from 12 August 2026.
This means that Rockfon must:
- Ensure that our packaging respects the limits on heavy metals.1
- Produce an EU Declaration of Conformity (DoC) with supporting technical documentation and test reports from suppliers.
- Maintain the DoC and documentation for five years, and make it available to market surveillance authorities within 10 days.
- Ensure that packaging traceability links to DoC records and Technical Documentation.
What documentation and support can Rockfon provide?
We understand that many of our customers and stakeholders are working to ensure that they are compliant with the PPWR. We are keen to support these efforts. However, please note that the documentation and support we are able to provide regarding PPWR depends on the nature of the enquiring party. Please review the below to understand how we can assist you.
- Market surveillance authority: Market surveillance authorities are entitled to the full Technical File (Annex VII) within 10 days of a formal request. They are also entitled to hold the Declaration of Conformity (DoC, Annex VIII).
- Customs authority : Customers authorities are entitled to the full Technical File at the point of import controls. They are also entitled to hold the DoC
- Distributor / Reseller: Distributors or resellers of Rockfon products are not entitled to the full Technical File. They must verify that the DoC for the relevant packaging exists, but they are not required to hold a copy.
- Contractor / Installer / Building owner: Contractors, installers, and building owners are not entitled to the full Technical File or to the DoC.
- End consumer: End consumers are not entitled to the full Technical File or to the DoC.
Valid requests for documentation will be handled by the Regulatory Affairs Team at ROCKWOOL Group.
Please note that Rockfon is not able to:
- Complete supplier questionnaires, Excel templates or customer portals relating to the PPWR, including pre-classifications or partial entries.
- Share technical documentation, supplier declarations or test reports.
- Provide packaging component data, material weights or supplier names.

Which requirements are coming later under the PPWR?
The PPWR sets out a number of further requirements to be progressively introduced between now and 2040.
- From 2028, a harmonised labelling system for packaging will apply across the EU to facilitate waste sorting.
- Concrete measures to reduce the generation of packaging waste, such as new limits on empty space, restrictions on certain single-use plastic packaging or reuse targets, will apply as of 2030.
- In addition, measures fosteringthe circular economy, including the mandatory use of recycled plastic waste in new plastic packaging and the requirement that all packaging is recyclable, will apply from 2030.
From 2035, packaging must be recyclable at scale, and from 2040, a minimum recycled content of 65% will be required in packaging.
